(b) The police authorities at Weihaiwei are being

requested to recruit the requisite number of North Chinese.

No difficulty is anticipated as there are some hundreds

of applicants.

(0) The Inspector General will go to Shanghai to

select the White Russians and then on to weihaiwei to

inspect the North Chinese recruits.

4. The shipping companies will probably be charged

at a flat rate for their police guards. The approximate

monthly charge will be:-
